A planning core, not a historic district
Biltmore is a common name for the area around the Arizona Biltmore resort and Biltmore Fashion Park. It is not a historic district. The City of Phoenix places it in the Camelback East village, one of the city's planning areas. The city names 24th Street and Camelback Road as one of the village's two primary cores, its main centers of shops, offices and housing.
The city guides that core through the Camelback East Primary Core Specific Plan. The City Council first adopted it in 1991 and updated it in 2006. The plan's study area runs from 14th Street to 32nd Street, and from Georgia Avenue on the north to Montecito Avenue on the south.
The plan describes a Core Center generally bounded by the Piestewa Peak Freeway, 26th Street, Camelback Road and Highland Avenue, and a wider Core Gradient generally bounded by Medlock Drive, Campbell Avenue, 16th Street and 28th Street. It notes that the core changed from orange groves and a rural ranch setting into a suburban retail and office center.
A resort, a golf course and house lots
The Arizona Biltmore opened in February 1929 at 2400 E. Missouri Ave. Its architect was Albert Chase McArthur, who had studied with Frank Lloyd Wright from 1907 to 1909, according to Arizona State University Library. The Society of Architectural Historians records that McArthur hired Wright as a consultant on the building's block system, and that Wright left after about four months. The hotel is built of Biltmore Blocks, precast concrete cast on site, in 34 geometric patterns designed by Emry Kopta.
The hotel anchored a 600-acre project at the foot of Piestewa Peak. About 200 acres of former citrus orchard went to the hotel and golf course, and about 400 acres were divided for houses. After the 1929 stock market crash, William Wrigley Jr. took over the hotel. The golf course was completed and houses in the adjacent Biltmore Estates began going up in the same period.
Landmarks with addresses
The city's Camelback East Village Character Plan names the Wrigley Mansion as a village landmark and lists the Arizona Biltmore Resort and Golf Club and the Arizona Canal among its resorts and canals. The village also includes Phoenix Mountains Park and Piestewa Peak.

Resort era lots and postwar homes
The original 1929 project set aside about 400 acres for houses, and Biltmore Estates began building in the early 1930s. Across the Camelback East village as a whole, the city says much of the housing was built between 1950 and 1970.
Because Biltmore is not a historic district, Phoenix historic preservation review does not apply area-wide. Individual properties can still carry their own listings, so it is worth checking each address.
