A 1975 planned community district
Kierland is a planned area in north Phoenix along the Scottsdale border. A City of Phoenix staff report states that the area was planned in 1975 as a Planned Community District of 1,082 acres, previously known as the Desert Springs PCD, under rezoning case Z-11-75. A Planned Community District, or PCD, is a Phoenix zoning tool that sets uses and standards for a large tract under one plan.
The area falls within Phoenix's Paradise Valley Village planning area. Phoenix divides the city into villages, each with a citizen planning committee that reviews zoning cases first. The village page names Kierland Commons as a shopping destination.
The same staff report places Kierland inside the Desert Ridge and Kierland major employment center, which runs to Scottsdale Road between Deer Valley Road and the Central Arizona Project Canal.
The mailing address is not the city
Kierland Commons carries a Scottsdale mailing address: 15205 N. Kierland Boulevard, Scottsdale, AZ 85254. The City of Phoenix still governs it: Phoenix's Paradise Valley Village page names Kierland Commons, and the Phoenix staff report describes Kierland Commons as a mixed-use shopping center zoned C-2 PCD, north of Greenway Parkway.
Scottsdale Quarter is a different case. It is reviewed by the City of Scottsdale. Scottsdale design review case 21-DR-2017 covers Scottsdale Quarter Block L at 15125 N. Scottsdale Road, about 3.74 acres zoned Planned Regional Center.
Which city a parcel sits in decides who approves building permits and rezoning, and which city services and taxes apply. A Scottsdale mailing address alone does not answer that question.

Next to Scottsdale Airport
Scottsdale Airport sits just east of Kierland. The Phoenix staff report for a site at the southeast corner of Kierland Boulevard and Greenway Parkway notes the site is within the airport traffic pattern and near the airport's 55 and 60 DNL noise contours. DNL, or day-night average sound level, is the federal measure of average aircraft noise over 24 hours, with night noise weighted more heavily.
For that site, Phoenix required the owner to record documents disclosing the airport and how it operates to future owners or tenants. The same report notes the site was annexed into Phoenix in 1961. Annexation is when a city formally adds land to its limits.
From Kierland Commons, Scottsdale Airport is about 1 mile east and Phoenix Sky Harbor International Airport is about 14 miles south, measured in straight lines.
