What Ocotillo is

A master-planned community built around lakes

The lakes

Lakes filled with reclaimed water

The association lists 162 acres of interconnected lakes and water features. They are filled with reclaimed wastewater, called effluent, from the City of Chandler. Effluent is treated wastewater that is reused for irrigation and lakes instead of drinking water.

Pumps and mainlines move this water from the lakes to irrigate the golf course and the common areas. The association says this helps conserve Arizona's groundwater. It monitors more than 23 miles of shoreline, and a contractor, Aquatic Consulting, Inc., maintains the lake system.

The association lists tilapia, grass carp, smallmouth bass, catfish, bluegill and goldfish in the lakes, and coots, herons, ducks, geese, sandpipers and terns along the water.

Water source

Reclaimed wastewater from the City of Chandler, which also irrigates the golf course and common areas.

Boats and docks

The association keeps a watercraft registration form and boat dock plans in its posted documents.

Maintenance

Aquatic Consulting, Inc. maintains the lake system under contract with the association.

Housing and the association

One master association, several sub-associations

Every home in Ocotillo is under the Ocotillo Community Association. Some neighborhoods inside it also have their own sub-association, a second HOA with its own rules and, in some cases, its own architectural board. The association's 2021 newsletter notes that sub-association rules, for example on street parking and design review, can be stricter than the master association's.

The association's governing documents are its CC&Rs with two amendments, its articles and its bylaws. CC&Rs are the covenants, conditions and restrictions recorded against each lot. Exterior changes go through the association's Design Standards and Community Rules, most recently dated July 28, 2026. These are posted on the association's documents page.
